Building upon and inheriting the results of relevant scientific studies, this dissertation focuses on examining and clarifying several key issues as follows:
First, it systematizes a number of theoretical issues concerning the implementation of social policies in accordance with Ho Chi Minh’s ideology.
Second, it assesses the current situation of implementing social policies for workers in the Northwestern provinces in light of Ho Chi Minh’s ideology; as well as the issues arising in the period from 2012 to the present.
Third, it analyzes and forecasts the influencing factors, and proposes orientations and solutions for implementing social policies for workers in accordance with Ho Chi Minh’s ideology in the Northwestern provinces up to 2030, with a vision toward 2045.
New findings and main results of the thesis:
Based on analyzing the current situation, existing limitations, their causes, the issues raised and the influencing factors, the dissertation proposes the following orientations and groups of solutions:
(1) Solutions aimed at improving awareness and the mechanisms for implementing social policies for workers in the Northwestern provinces;
(2) Specific solutions regarding the substantive implementation of social policies for workers./.
