On the basis of selectively absorbing and inheriting the results of relevant scientific works, the dissertation focuses on clarifying several principal issues as follows:
First, the dissertation develops and applies an integrated theoretical framework for ensuring political security, approaching it as a comprehensive socio-political activity of the entire political system and the People, closely associated with the objective of sustainable development in the Central Highlands region.
Second, the dissertation provides reliable empirical data derived from a large-scale sociological survey conducted across the five provinces of the Central Highlands, thereby clarifying perceptions, levels of participation of relevant actors, and newly emerging issues in the process of ensuring political security.
Third, the dissertation advances a new approach to identifying the factors influencing political security in the Central Highlands in the new context, pointing out governance “gaps” and proposing a comprehensive and feasible system of solutions that links political stability with sustainable development.
New findings derived from research and survey results:
Based on the assessment of the current situations, limitations, causes, emerging issues, and influencing factors, the dissertation proposes orientations and five groups of solutions aimed at contributing to ensuring political security in the Central Highlands in the new context, including:
(1) A group of solutions to strengthen the leadership role of the Communist Party and enhance the governance capacity of authorities at all levels in ensuring political security in the Central Highlands;
(2) A group of solutions to link the ensuring of political security with socio-economic development and the harmonious resolution of ethnic and religious issues from the grassroots level;
(3) A group of solutions to proactively prevent risks, firmly grasp the situation, and avoid passivity or surprise in ensuring political security in the Central Highlands;
(4) A group of solutions to promote the combined strength of the entire political system and the role of the People in ensuring political security;
(5) A group of solutions to improve the quality of the cadre contingent, especially grassroots cadres and cadres who are ethnic minority person./.
