The dissertation examines and elucidates key related concepts, including “intellectuals”, "the intellectual contingent", "building the intellectual contingent", "Ho Chi Minh's ideology on building the intellectual contingent" and "building the intellectual contingent in the Central Highlands at present, according to Ho Chi Minh's ideology". It outlines and analyzes the fundamental elements of Ho Chi Minh's ideology on building the intellectual contingent, encompassing the role of intellectuals, objectives, content, and measures for developing this contingent.
The dissertation provides additional scientific arguments to support Party committees and local governments of the Central Highlands provinces in formulating policies for attracting, training, valuing, and utilizing intellectuals in the service of industrialization and modernization. These efforts aim to ensure political stability, foster socio-economic development, and safeguard national defense and security in the Central Highlands.
New findings and main results of the thesis:
Based on the theoretical framework, the dissertation evaluates the current state of building the intellectual contingent in the Central Highlands according Ho Chi Minh's ideology and identifies the key issues arising in this process within the contemporary context.
Drawing on forecasts of influencing factors and the identified orientations for developing the intellectual contingent in the region, the study proposes five solutions for building the intellectual contingent in the Central Highlands in line with Ho Chi Minh's thought, with a vision to 2045 and targets set for 2030: (1) Enhancing the awareness and responsibility of the political system and socio-political organizations regarding the position and role of intellectuals in the sustainable development of the Central Highlands; (2) Innovating the content and methods of training, fostering, and utilizing intellectuals, with particular attention to training and employing intellectuals from indigenous ethnic minorities of the Central Highlands; (3) Developing and improving policies to attract intellectuals to work or return to work in the region, accompanied by appropriate incentives and honors for their contributions; (4) Creating a favorable working environment and conditions for intellectuals' activities, research, and creativity: (5) Promoting the revolutionary patriotic tradition, as well as the proactivity, self-reliance, and comprehensive development of the intellectual contingent in the Central Highlands.
